Urban Community Development Branch
• Establishment: The Urban Community Development Branch operates under the Urban Community Development Department of Gandhinagar Municipal Corporation.
• Key Responsibilities: This branch oversees the implementation of various schemes and projects aimed at urban development and community empowerment. It plays a crucial role in coordinating with
other branches and departments to ensure holistic development.
NULM Branch (National UrbanLivelihoods Mission)
• Social Mobility and Institutional Development (SMID): Provides financial
assistance and vocational training to self-help groups for socio-economic
empowerment.
• Self-Employment Program (SEP): Facilitates individual and group loans for entrepreneurial ventures, with interest subsidies to promote business sustainability.

Social Mobilization and Institutional Development
(SMID)
Formation of Self-Help Groups (SHGs):
- Under SMID, 10 to 15 women are organized into a
Self-Help Group (SHG).
- Each SHG is provided with a one-time revolving fund
of Rs. 10,000/-
- After the formation of the group, the bank provides
loans to the SHGs at an interest rate of 7%.
- Interest subsidy is provided to the SHGs to reduce
the burden of interest payments.
Training and Capacity Building:
- To make the SHG women self-reliant, they are
provided with various business-oriented training programs in collaboration
with non-governmental and government organizations.
- These training programs help the women to acquire
new skills and knowledge to start and run their own businesses.
Economic Empowerment:
- To provide economic support to the SHG women, they
are provided with canteens and stalls to sell their products.
- The DAY-NULM scheme also provides financial
assistance to the SHGs for setting up small businesses.
Marketing Support:
- City Livelihood Centers (CLCs) are established to
facilitate the sale of products made by the DAY-NULM scheme beneficiaries.
- The SHG women are also encouraged to participate in
various fairs and exhibitions to sell their products and showcase their
talent.
- Platforms like Rahi Mela, Diwali Mela, Saras Mela,
Sanskriti Kunj, Vasant Utsav, and Indexi-B provide opportunities for the
SHG women to sell their products and connect with potential buyers.

Self Employment Programme (SEP)
SEP-I (Individual):
- Under this scheme, beneficiaries can avail a loan of up to Rs. 2 lakhs from the bank for self-employment.
- The beneficiary is provided with interest subsidy on timely repayment of the loan.
SEP-G (Group):
- Under this scheme, a group of 3 to 5 persons can avail a loan of up to Rs. 10 lakhs from the bank for self-employment.
- The beneficiaries are provided with interest subsidy on timely repayment of the loan.
Eligibility Criteria:
- The applicant must be an urban poor.
- The applicant must have a family income of less than Rs. 1 lakh per annum.
- The applicant must have a clear business plan.
- The applicant must have undergone training in the proposed trade/business.
Benefits:
- Financial assistance to set up a micro-enterprise.
- Interest subsidy on loan.
- Training in the proposed trade/business.

Employment through Capacity Building
Training and Placement (ESTP)
This component is implemented by the Gujarat Urban
Livelihood Mission (GULM) through empanelled agencies. Smart classroom training
classes are conducted under this component. The payment for these classes is
made by GULM in three installments of 30%, 50%, and 20%. The monitoring of
these classes is done by the NULM staff. After the completion of the training
program, the trainees are assessed by a third-party agency, the Skill Center
Council.
Objectives of ESTP
The objectives of ESTP are to:
- Provide
skills training to the urban poor to enable them to set up self-employment
ventures or get salaried jobs in the private sector.
- Fill
the gap between the demand and availability of local skills by providing
market-driven skill training programs.
- Increase
the income of the urban poor and improve their living standards.

The target group of ESTP is the urban poor,

Training Programs
The training programs offered under ESTP are

network of training centers empanelled by GULM. These training centers are

businesses. GULM has a dedicated placement cell that provides placement
assistance to the trainees.
Monitoring and Evaluation
The ESTP program is monitored and evaluated by the
NULM staff. The monitoring and evaluation process includes:

Support to Urban Street Vendors
(SUSV)
Background:
- The
SUSV scheme is a centrally sponsored scheme by the Ministry of Housing and
Urban Affairs (MoHUA).
- The
scheme aims to provide financial assistance and other support to street vendors
in urban areas.
- The
scheme is being implemented in Gandhinagar and Pethapur.
Objectives:
- To
provide working capital loans of up to ₹10,000 to street vendors.
- To
encourage regular loan repayment.
- To
promote digital transactions.
Benefits:
- Street
vendors who successfully repay a loan of ₹10,000 are eligible for further
assistance of ₹20,000 and ₹50,000.
- On
timely/early repayment of these loans, an annual interest subsidy of 7% is
credited directly to the beneficiaries’ bank accounts on a quarterly
basis.
Achievements:
- In
Gandhinagar, 5418 loans have been disbursed against a target of 7654.
- This
represents a 70.79% achievement of the target.
- A
socio-economic profiling of the vendors has also been carried out.
Key Features:
- The
scheme is open to all street vendors who have been vending for at least 3
years.
- The
loans are provided by banks and financial institutions.
- The
interest rate on the loans is 7% per annum.
- The
loans are repayable in 3 years.
- The
scheme provides for a one-time grant of ₹10,000 for the purchase of
vending carts.
- The
scheme also provides for training and capacity building of street vendors.
Shelter Home Scheme for Urban
Homeless People (SUH)
Key Points:
- As
per the 1 lakh population, there should be a city-level shelter home with
a capacity of 100 beds.
- A
survey conducted by GULM under the Municipal Corporation here has
identified 1782 homeless people.
- Currently,
there is 1 functional transit shelter home with a capacity of 150 beds and
all basic amenities operating at Sector 28, Marriage Hall.
- For
the construction of a shelter home, in-principle approval has been
received from the Housing Department for (202 bed capacity) (NR Thermal
Plant) at Sector-30. However, the process of consultation is currently
underway for the purpose of allotting free land for the shelter home, the
land allotment for the shelter home is pending in the Roads and Buildings
Department.
- A
shelter home with a capacity of 404 beds was approved by GULM at Wavol TP.
The work was stopped due to local opposition. This is the place where the
shelter home is being built.
Other important details:
- The
SUH scheme aims to provide shelter, food, and basic amenities to homeless
people in urban areas.
- The
shelter homes will be equipped with facilities like sleeping, cooking,
bathing, and toilets.
- The
scheme also provides for medical care, counseling, and skill development
training to the homeless people.
PM SVANidhi Yojana:
Socio-Economic Profile
PM SVANidhi Yojana is a micro-credit
scheme launched by the Ministry of Housing and Urban Affairs (MoHUA) in June
2020 to provide affordable working capital loans of up to ₹10,000 to street
vendors vending in urban areas. The scheme also provides interest subsidy on
timely/early repayment of loan and monthly cashback incentive on digital
transactions up to ₹100.
Socio-Economic Profile is a key component
of the PM SVANidhi Yojana. It is a survey conducted to collect data on the
socio-economic status of street vendors. The data collected includes
information on the vendor’s family, income, expenses, health, and access to
government schemes.
Benefits of Socio-Economic Profile:
- The data collected through the Socio-Economic
Profile will help the government to better understand the needs of street
vendors and design more effective policies and programs for their welfare.
- The profile will also help street vendors to
access various government schemes and benefits.

- The vendor should have a valid certificate of

- The vendor’s annual household income should
not exceed ₹2 lakh.

Mukhyamantri Mahila Utkarsh Yojana (MMUY)
The Mukhyamantri Mahila Utkarsh Yojana (MMUY) is a
scheme launched by the Government of Gujarat to provide financial assistance to
women’s self-help groups (SHGs) in the state. The scheme aims to empower women
by enabling them to start their own businesses and become financially
independent.
Key Features
- Loan
amount: Each
SHG is eligible to receive a loan of up to Rs. 1,00,000/- under the
scheme.
- Interest
rate: The
loan is provided at an interest rate of 6% per annum.
- Repayment
period: The
loan has to be repaid within 5 years.
- Incentive
for banks: Banks
are provided with an incentive of Rs. 15,000/- for each SHG to which they
provide a loan.
